I want to lower the rear end of my '65 Suburban 3", for better handling and looks. What I would like to know is do I need lowered shocks as well? I'm not going to C-notch the frame, just lowere the rear a little.

If your just using blocks between trailing arms and axle, no you will not need lowered shocks, only if you change springs there by changing the overall compressed length.
