I am looking at a 1954 3100, painted in the last 3 years, 350 CI engine mild build, TH350, and 10 inch rear. 12 volt conversion not complete, no gauges, no dash lights. There is no wood in the bed and a 3 inch dent on the footboard from hitting a car dolly. It also has a camaro front, power steering, no power brakes. Milleage is unknown, not driven in winter. What should I offer for it?

Sounds way overpriced for as much as it still needs. 4,000 would be my top offer, and that's only if the subframe job was done right, the paint was decent, and you could hear the motor run. J.M.O.  There's still a lot of money to spend there to finish from your description.
